Blowfish in Python?

Looks like it's not a standard shift.

  if (a < 0)
   a = -1;
  else
   a = 0;
 }
 else {
  if (a < 0)
   a = ~( ~(unsigned long)a >> b );
  else
   a = (unsigned long)a >> b;
 }
