win32all-129-update.exe - Is it needed?

I just was not sure what it was.  I always like to make sure of what I am
doing.  I was thinking that win32all-129.exe was 'all' of what one needed.
Is win32all-129-update.exe to patch the core python core for 1.5.2 (to get
129 to work better) or is it a patch to for 129?  (I get the distinct
impression that it is not a patch to go from 128 to 129 as I was thinking it
might have been previously.)
