Note that GNU autoconf already has tests for compilers that don't
support const, and the generated config.h file will #define const to
the empty string if the compiler doesn't support it.  So adding const
shouldn't break even old compilers.  I don't know if GvR would
consider this a priority, but go ahead and post the list of functions
that could use the additional const declarations.
