Python Newbie Problem

Hi,
 I'm a newbie when it comes to Python.
I have been trying to get it going on Win95 but I am dead in the water
as far as
getting Tkinter to work.
It loads okay but I get a message saying that it cannot find a "usable"
init.tcl in the path when I try using it.
init.tcl IS there and in the path. It is version 8.05
Everything else works ....
What defines "usability"?
