Any Corba 2.3 compliant Python ORBs?

omniORBpy is pretty close to that. The only significant CORBA 2.3
feature it lacks is value types. omniORBpy version 2 will support
value types, but I can't give a firm date for when that will be.
Expect the first pre-releases in a few months.

It is both actively developed, and open source.
