HowTo tarballs from python.org

I'm not sure what you mean.  Tarballs of the HTML versions can be
downloaded at http://www.python.org/doc/howto/html/ ; for most of the
individual formats such as DVI or ASCII, there's an All.tgz in the
respective directory containing all the files.
