Driving word processors other than MS

The users write the reports (put in graphics etc) and insert the data tags
and grouping.
My users have difficulty with MS Word, so latex would be out of the
question.
Additionally because a Latex document describes layout and structure I would
have to be careful where I put grouping/sort by tags.
