lack of shell in Win2000

There IS a shell in Windows 2000.  There is even a shell in Windows
2002/XP.  They've moved its location in the Start menu; it used to be in
Start->Programs, and now it's in Start->Programs->Accessories, but it's
still there.  The functionality is exactly the same as in NT 4.0.

Or are you asking a more philosophical question here?
