Siphon -- CPAN functionality for python

  I've registered the project with sourceforge but it won't be available
until the project is approved which should take about a day or two.  In the 
meantime, if anyone would like a early look, I'll be happy to email you 
a copy.  Right now, there are a lot of stub functions where things are 
supposed to be but the core functionality should be there and you'll be 
able to see how the code fits together.
