Yes, but the PEP implies that the initial change proposed
for 2.2 is only the first of several steps reasonably clearly
described which would lead to the final, code-breaking change
*in later releases*.

Nothing in the PEP implies that the first step to be made for
2.2 would be one which breaks existing code.
