Case insensitivity

I don't understand why we can't have our cake and eat it to...  If Guido is
thinking about an IDE that enforces case-consistency much like what VBA does
today, why is there simultaneously a need to enforce case-insensitivity at
the level of the interpreter?  If such a feature is aimed at
"non-programmers" they would most likely be using some development
environment anyway.  Why not one geared to catching mistakes occassional
prgrammers are more likely to make?
