Python equivalent of CPAN Library modules (fwd)

There is already an effort to create such a thing, the catalog sig:

http://www.python.org/sigs/catalog-sig/

However, David Hurt's approach is different in that he wants to offer
the libraries themselves, not a similarly-structured repository.
