Not really: you can buy a copy of Qt for Windows, and compile PyQt
yourself on Windows, in which case you can do with the result whatever
you want, or you can buy BlackAdder Business Edition (which includes
both Linux and Windows versions), and do with the application you've
developed with it whatever you want. So, yes, development for Windows
will cost you money: more if you intend to distribute your application
(the personal edition of BlackAdder is very cheap), but still not a
whole lot: $400,-.
