Yes, the code is a mix of python-license and LGPL.
2) Am I right that PIDDLE is Win and Mac while PIL is only Win?
Both PIL and Sping (aka Piddle) run on Mac, Win, and Unix/linux.
3) Does PIDDLE support Windows directly or only via wxWindows?
For onscreen display, Tkinter and wxWindows work on Win32 platforms.
