You mean, something like:

Headers:
    Content-Type: text/html
    Content-Length: 1957

Body:
    <html><head><META HTTP-EQUIV="content-type" CONTENT="text/html;
charset=ISO-
8859-1"><title>Google</title><style><!--
    body {font-family: arial,sans-serif;}
    //--></style>

...?

If so, then I think you could just add the charset attribute to
the real HTTP content-type header, rather than using the META tag
in the <head>.  Just for simplicity's sake...
