I refuse to use tabs in size != 8 and want 4-character indents.
And some people don't use tabs at all.

Your proposal is incompatible with those (reasonable IMHO) positions.

It's not only an editor but all tools which display or print the file,
terminals, mailers and newsreaders. It makes no sense to require
special tools just for working with Python source.

They can. It's always 8 precisely to avoid guessing.
