Python startup problem. I'm lost!

I upgraded python then downgraded it again on my linux box.  I get 
this whenever I try to run python and I can't figure out where these 
things are set.  I don't want to set them in environment variables but 
rather permanently in a config file somewhere.

Any help would be greatly appreciated!  I'm not on the high-volume
