Python with threads for Cygwin.

Yup!  So, I guess that the ball is back in my court!  :,)

BTW, I may hold off releasing the next Cygwin Python distribution due to
waiting on the disposition of the following:

    http://sources.redhat.com/ml/newlib/2001/msg00504.html

Once the above is resolved, then Cygwin Python will pass "all"
regression tests (at least on NT/2000).  By "all," I mean the ones that
the regression test attempts to execute due to my environment and how
Cygwin Python is configured.
