I know that there are quite a few Berliners who use Python; I was in Berlin
this summer for the European Zope conference, and met some. (Zope is a
framework for web applications written in Python). So don't give up hope
in looking for helpful people locally too quickly!

And of course the tutor mailing list and this newsgroup are helpful too.
You could also try #python on irc.openprojects.net if you're familiar with 
IRC. www.python.org should have the links to at least the tutor list.
The IRC option is fairly real time, though not as easy as talking in real
life is of course.
