Of course.

I've just hacked an additional backend for the Papercut nntp server recently
announced here. Most of a ForwardingProxy/HeaderRewringProxy is implemented
now. But my real aim is to write a (Header-)CachingProxy to replace the buggy
NNTPCache thing that I run currently.
