PEP 285: Adding a bool type

Lots of people have come to this discussion late.  So you don't
get the wrong idea ... in the style of the 'have you come for an
argument' sketch ....

This is the 'using booleans for something that is not intrinsically
a 2 state thing is bad' class.  The 'using objects is often better
than integers class' is 2 doors down, on the right hand side.  We
had a 'mangling your boolean returing functions to return ints instead'
class in the building next door, but it self-destructed last week,
so we don't offer that any more...
