You are right:
class X:
thisIsAStaticVariable = 1
def setAnInstanceVariable(self, value):
thisIsAnInstanceVariable = value
Generally you set your instance variables in the __init__ method:
class Y:
def __init__(self):
thisIsAnInstanceVariable = 1
