Here is one solution:

d={"a": "one",
    "b": "two",
    "c": "three",
    "d": "four",
    "e": "five"}

items=d.items()
print items
def value_cmp(a, b):
     return cmp(a[1], b[1])
items.sort(value_cmp)
print items
