function prototype checking package?

Do you know a python package which does prototype checks
based on a concise proto type definition?

I am looking for something like Optik for comandline options,
but instead for function prototypes.

I remember such a posting some month ago, but can't find 
it again.

A search for it on Google finds many discssions on 
'rapid prototyping' or 'program prototypes', but nothing 
on my topic.
