can't find python.h

I have Python1.5 on Red Hat 7.0 Linux. I also installed python_devel. I am
trying to link Python with C. According to instructions, I have to put
#include <python.h> is my C language program. gcc says that python.h does
not exist, and I did a thorough search and verified that this is true. Have
I missed something?
