But isn't this what a problem like this seems to beg for? A dictator 
decission.

There would be no point in having multiple CPYN solutions. Competing 
libraries would indeed be detrimental to the whole idea.

I would like a library like this, but have no ideas about how such a 
solution should be implemented, and so have no ground on which to 
comment on a system.

I would have suggested creating a Zope Product that implements the 
package system as all the elements needed is allready there (searching, 
security, web interface etc.), and it would be easy to create mirrors in 
a standard fashion.
