On an intuitive level, that's one of those "depend on it when you have 
no other options" kind of features. Even when the standard specs those 
sort of things, little tiny details often differ from implementation to 
implementation. I can't actually think of any in this exact instance, 
but that's often a sign that my creativity is lacking, not that there 
aren't details waiting to bite you if you depend over-much on 
implementation behavior. :-)
