Even before they can enunciate words verbally, they can learn
words through sign language.  My nephews both learned 5-10
words of ASL before they were a year old.  Once their ability
to make speach sounds develops sufficiently they quickly forget
the signs.  Screaming "more!" at the top of one's lungs is
evidently much more satisfying than making the sign with one's
hands.
