Sybase module 0.34 released

What is it:
The Sybase module provides a Python interface to the Sybase relational
database system.  It supports all of the Python Database API, version
2.0 with extensions.

This is mostly a bug fix release.

1) Cursor state machine fix from Phillip J. Eby.

2) Fix for MS compiler reported by Roberto M Esguerra.

3) Added CS_IFILE option to ct_config() for Erik A. Dahl.
