You should try to understand the problem, instead of blindly copying
code.

On Windows, there are two encodings used: The "ANSI" code page, which
is used in all GUI applications, and the "OEM" code page, which is
used in the command line window. On your system, the ANSI code page is
most likely "cp1252". The OEM code page probably differs from the one
Bengt gave you, and is, probably, "cp850": "cp437" is only used on
English Windows installations.
