You don't seem to be familiar with French (and more generally European)
laws about what you ARE allowed to do with works of art classified as
"National Treasures" or the like, even when you do own them.

Even in the US, the fact that you've persuaded somebody to sell you
a house, say, doesn't mean you're then perfectly free to do what you
want with it -- local regulations can constrain you so that, for
example, you may not be allowed to paint its facade in wide stripes
of pink and lime green.
