zipfile with umlaut in filename

I'm strongly opposed to hard-coding this into zipfile.py. This
supports latin characters only, and relies on undocumented Winzip
features.

I think WinZip Computing should make an official statement on how they
want to support Unicode in WinZip; if they do so, I'll happily
incorporate their approach into zipfile.py.
