Tiobe index algorithm now published

We have had discussions about the "TIOBE Programming Community Index" at
http://www.tiobe.com/tpci.htm
One of our consistent critics was that the algorithm was not published nor
verifiable. Tiobe has now added the (simple) algorithm on this page. They
also explain which "programming languages" are monitored.

For all clarity I have no relationship with Tiobe, although both Paul Jansen
and myself have worked at different periods at Philips Research.
