Hmm,
I know you didn't ask for Win2000, but my box gives different results:

169 tests OK.
1 test failed:
    test_dircache
23 tests skipped:
    test_al test_cd test_cl test_curses test_dbm test_dl test_email
    test_email_codecs test_gl test_imgfile test_largefile
    test_linuxaudiodev test_locale test_minidom test_nis test_pyexpat
    test_sax test_socket_ssl test_socketserver test_sunaudiodev
    test_unicode_file test_winreg test_winsound
Ask someone to teach regrtest.py about which tests are
expected to get skipped on cygwin.

test_commands does not fail, plus other differences.

System:
Python 2.2.2 (#1, Mar 9 2003, 08:18:26)
[GCC 3.2 20020927 (prerelease)] on cygwin

Win2000 sp3. I let cygwin setup update all packages when installing rebase
today.
