Python 2.3 startup is slow (was Re: [Mailman-Developers] python is slow)

In theory that's fixable; that all comes from the fact that 2.3 is now
loading more modules at startup.  In fact, last June Guido declared that
a must-fix bug, but it dropped below the radar and we had to punt when
Apple needed 2.3 quickly.  Anyone who wants to take a stab at working on
it would be most welcome.
