Sorry, but the following won't be that helpful because I do not have any
SWIG experience...

You should not link directly with the DLL, libpython2.2.dll.  You should
instead link to the import library, libpython2.2.dll.a, by using
-lpython2.2 above.

The above appears to be a Cygwin bug.  Please post to the Cygwin list
<cygwin at cygwin.com>.  However, set your expectations appropriately.
Since you have the problem, you will probably have to debug this
yourself or at the very least assist in the process.

BTW, the Cygwin SWIG maintainer monitors the Cygwin list...
