For starters -- you'll want to ask this question on the 
imaging-sig at python.org  mailing list, which is specifically focused on such 
things. Most of the traffic is PIL related, so you'll probably get much 
faster results.

I think there may be some issues with installing from source on Windows, 
but I'm not really sure.  I have to admit to being very out of my element 
on Windows -- I also find it odd that it would unpack into "Py22", but I 
can't really say why that would be.
