OT - Python with CVS or SourceSafe

May I ask why? I think CVS is supposed to either fail the up-to-date
check or conflict with merge, is it not enough? (Of course, there are
developers that neither error stops from overwriting your changes, but
they just need some re-education with baseball bat.)
