Not as far as I know.  This is a limitation of the Menu widget as
implmented in Tkinter for X.  On Microsoft Windows, it uses the "real"
window control, which scrolls nicely.

With a little bit of work you could make an auto-cascading or
auto-subdividing menu, though.
