vim can do this, at least for HTML and SQL code embedded within PHP.  
Reading the comments at the top of the syntax language files can be very 
useful, as the options are often discussed there.

Chris, who uses vim, but would rather convince people to use emacs than 
any of the "editors" that come standard with Windows / Aqua.
