Exceptions as New Style Classes

Why not give exceptions their own metaclass?  So if type(x) is
ExceptionMetaclass, it's a class.  If type(type(x)) is
ExceptionMetaclass, it's an instance.  Otherwise, it's illegal to
raise it.
