The easiest way is to parse the output from $WINDIR/system32/mem.exe .

    memTotals = os.popen('mem | find "total"').readlines()
    conventionalMemory = int(memTotals[0].split()[0])
    extendedMemory = int(memTotals[1].split()[0])
