On Windows, the system encoding is always called "mbcs". Actually,
there are two system encodings: the ANSI code page (CP_ACP), and
the OEM code page (CP_OEMCP). "mbcs" is CP_ACP. CP_ACP is used
everywhere except in terminal windows and when encoding FAT file
names on disk.
