No. If the FSF produces a new version of the license,
it doesn't retroactively change anything. If you licensed
your software using "version 2 or later", and the FSF comes
out with version 3, your users still have the option of
considering themselves bound by version 2, and this will
always be true regardless of what the FSF do in the
future.
