how to start a program?

i want to start application from python,
like i want to start 
'id3v2 --TCON "anime" '

how can i do that?

p.s1: i don't need the output of that program this time, but how can i
capture it's output?

p.s2: i know this is a lamer question, but i haven't been able to find
it :(
