Insert link to local file into plaintext email message?

Why?  And if by plaintext you mean without HTML, then please define
what you mean by "link", since this is an HTML concept.  And how
do you expect a link to work, when it's to a file the recipient
doesn't have access to?  Do you really want to send the file as
an attachment instead?  By "crossplatform", which platforms do you
wish to include?
