PythonWin Bug: No tooltips for function parameters

I'm using win 2000 advanced server and I have trouble with pythonWin.
It never shows me tooltips with information what parameters functions
accept. Does anybody know why this bug may occur and how to solve it.
I tried reinstalling application, but it didn't help.
