IDLE doesn't rerun PYTHONSTARTUP on restart

I do some setup with a .pythonrc file executed via the PYTHONSTARTUP
environment variable (on MS Windows).  This works fine when I first start
IDLE (contrary to some notes in the archives that indicate I need to use
IDLESTARTUP instead).  However, when I restart the shell, it isn't run.

Are there any workarounds for this?
