Problem binding <Up> and <Down> events

I have a listbox with <Double-Button-1> bound to bring up an edit dialog.
But <Up> and <Down> do not work.  I have a debug print statement, and the
program never reaches the event handler.  I've tried handlers with 'event'
arguments and with no arguments, but neither works.

Is there something I am missing here?
