No, this is not a homework exerice, 
I was just interested if you have better solutions.

Mine looks like this:

l=[1, 2, 4, 7, 8, 12]

i=-1
while 1:
    i+=1
    this=l[i]
    if i+1==len(l):
        # End of list
        break
    next=l[i+1]
    assert(this<next)
    for add in range(this+1, next):
        i+=1
        l.insert(i, add)
print l
